Strategy for Modernizing Training
To solve the challenges of the existing system, a new system has to find strategic ways to address them. The challenges described in the previous section can be fit into three themes. These are content development, training operations, and finally monitoring and evaluation of training. To address the challenges in each of these themes effectively, the Modernized Training system needs to have separate sub-systems and protocols in place.
Thus the Modernized Training Strategy in NTEP would have three pillars, each having a separate, but inter-linked IT enabled sub-system. These are:
- Training content creation: This is first part, where there are systems and processes to create, update and maintain a repository of standardized training content available online. This would involve an online system called a Knowledge Base.
- Training Operations: This includes actual training using the standardized training content prepared. It will include processes such as planning and execution of training and certification. It would include an online learning management system (Learning Management System)
- Monitoring and evaluation of training: This would involve two subsystems. One is a training database of human resources, along with details of training history and certification; this is used during training operations and records day to day data. The second is a dashboard where data can be visually explored to understand the status of training across the country. This would also include process of training supervision and evaluation of human resource capacity.
