Monitoring STDC performance
STDCs need to be monitored regularly by state and center. Monitoring need to focus on 1) establishment of STDCs/RTPMCs as per norms and 2) functional performance of STDCs/RTPMCs.
Establishment of STDCs and RTPMCs need to be monitored on a regular basis by NTI Bengaluru. STDCs performance must be monitored on the basis of the annual action plan at both the state and central level. National institutes to support CTD in monitoring the performances of STDCs on a monthly basis. CTD should also conduct meeting to review the performances of STDCs on a quarterly basis. All supervisory visits from center to states such as visits by National Institutes, Joint Supportive supervision etc. need to visit STDCs and review their performances.
Indicators for monitoring the establishment of STDCs/RTPMCs are as follows
1. STDC/RTPMCs established as per population norms
2. Staff for STDC/RTPMC available as per norms
3. Modernized Training Units established as per norms
Key Performance indicators for monitoring functioning of STDCs are:
1. Number of trainings conducted by STDCs against planned
2. Number of feedbacks issued to districts by STDCs based on routine program monitoring (Minimum Desirable: one per district per month)
3. Number of supportive supervisory visits to district by STDCs (Minimum Desirable: Two per month)
4. Number of programmatic reviews with district facilitated by STDCs (Minimum Desirable: one per month)
5. Number of state internal evaluation facilitated by STDCs (Minimum Desirable: 6 per year)
6. Number of Operations Research declared completed by STDCs during a particular period against planned
