STDCs need to prepare annual plans according to the needs of the state and in concurrence with the STC, and CTD.
They need to have autonomy in discharging their core functions of training, SME, and technical assistance to STC as approved in the annual plan.
Their performance must be reviewed quarterly on the basis of this plan at both the state and central level. Their performance should be audited at all Supervisory, monitoring and evaluation visits from the Centre.
