The State and district teams have to follow the basic instruction while submitting the NHM PIP to respective higher division. District should also follow the bottom up approach and collate the PIP from the blocks and below health facilities accordingly.
General Instruction to follow:
- States/UTs / Districts to submit the Strategic plan for TB elimination along with the District Action Plan (DHAP) with PIP proposals.
- Physical targets, technical and financial plans should be proposed for two years (2022-2024)
- Identify gaps and plan required resources using need assessment format prescribed in Guidance document for partnership 2019
- Map activities/resources from all possible sources of funds/support : State budget, Schemes/programs of other ministries, CSR, Support from development partners
- Prepare a write up on NTEP stating priorities and strategies for 2021-22 and Include separate write-ups on new proposals
- Clearly mention achievements of 2020-21 and physical targets for 2021-22
- Must provide line- item wise financial progress of previous years and adhere to the PIP format for the Budget proposals
Appraisal mechanism of PIP at CTD
- CTD will consider the NTEP proposals included in the State NHM PIP only
- Every proposal should be accompanied with a proper & adequate justification.
- NTEP Information Abstract should match with the proposals in final PIP submitted by the State
- State to designate one NTEP Official for coordination with CTD
- CTD will appraise/ discuss proposals with the State NTEP team before the pre-NPCC discussion with JS/AS
- Post NPCC Changes, if any suggested & agreed upon, to be made in PIP as well as NTEP Information Abstract
- STO to ensure relevant changes in the PIP (post NPCC meeting) and submit it through NHM.
