1. Content Development

The first step of the development of the modernized training system would be to develop standardized training material. The material needs to be accessible to all in an electronic form. This step involves a large number of stakeholders ranging from national institutions, technical and programmatic experts, to instructional learning experts and digital media creators. Hence, all the stakeholders need to follow uniform processes to interact and produce training material, spanning all of NTEP operations, in a consistent manner, maintaining a high level of quality.

The e-training content developed needs to be:

  1. standardized (to ensure consistent messaging/ practices), 
  2. reusable (the same training content can be used for overlapping needs for different cadres) 
  3. easily updatable (to allow easy change of standardized content)
  4. Needs based content for each cadre

This section of the modernized training strategy describes the concepts, methods, principles and standard process of production of training material. This will include:

  1. Training content development framework
    • Knowledge map 
    • Training content 
    • Curriculum (courses, chapters, modules, quizzes).
  2. Specifications of the knowledge map and related processes/workflows. 
  3. Specifications of Training content development processes/ workflows
    • Definitions of various types of pages (Type A0, A1, B, C1, C2, F1, F2). 
    • Process for developing training content as per page types
    • Compliance, testing and quality control of the content including feedback and review process from various stakeholders. 
    • Process for Updation with new information/ Upgradation into more trainee-friendly content.
    • Style Guide: including design method that is used for a page, specifications of media creation for text, images, animations, videos, etc.
  4. Specifications of cadre specific curriculum development processes/workflows.
