Direct Benefit Transfer (DBT) Approver, also known as the ‘Data Approver’ (DA), is a district-level role assigned in Public Financial Management System (PFMS) for approving the DBT payments sent from Ni-kshay to PFMS after successful validation by PFMS.

DA is the third and final layer of verification in the National TB Elimination Programme’s (NTEP’s) DBT processing system and sanctions final approval for the payment following DBT Maker and DBT Checker approvals.

Role of an Approver in DBT processing 

  • Provide final approval for beneficiary registration in the PFMS

  • Perform final verification of the DBT payments received in the PFMS through Ni-kshay

  • Provide final approval for the DBT payments in PFMS

  • Enrol and implement Digital Signature Certificate (DSC) based signatures in the PFMS  

  • Generate Print Payment Advice (PPA) from the PFMS and submit it to the bank for processing
