DSC Enrolment

  • Digital Signature Certificate (DSC) is an incumbent digital tool for signing electronic documents/forms. Under NTEP, DSC is used to sign/approve the payment process through the PFMS portal for benefi­t transfer payment.

  • A responsible person from the district is identified by the State TB officer in consultation with the concerned District TB Officer for DSC enrolment. This identified person will thereafter be responsible for all the payments made through PFMS.

  • DSCs can only be used by the person to whom these Digital Signatures are issued. It is illegal to use the Digital Signatures of anybody other than the owner. 

  • The following are the steps involved in DSC enrolment.

Detailed step-wise procedure

Step 1: As a pre-requisite to the enrolment, ensure that updated Java and Drivers of DSC are installed onto your computer. 

Step 2: To request initiation for enrolment of DSC, login to your account and then go to  Enrol DSC using the path: Masters > DSC Management > Enrol DSC

Step 3: From theDigital Signature Enrolment’ window, use the hyperlinks in the blue colour to install DSC drivers and JAVA if not already installed. 

Step 4: Insert the Digital Signature key onto the computer and click the ‘Digital Signature Enrolment’ button on the screen. The following screen will appear and process automatically.

 Step 5: Press the ‘Don’t Block’ option in the next window.

Step 6: A pop-up selection screen containing the list of certificates installed/connected to the computer will appear. Select the desired certificate from the dropdown list and click “OK”.

Step 7: The system shall ask the user to enter the authentication pin. Enter a valid pin and press “OK.”

Step 8: ‘Enrolled successfully’ message will be displayed for successful PIN validation. Click “OK” to proceed to enrol the concerned digital certificate. After clicking “OK”, wait for a few minutes. The “View Certificate Details and Proceed for Enrolment” button will appear on the screen. Click this button to get the details of the concerned certificate. 

Step 9: Select “PURPOSE” for enrolment of Digital Signatures as “Digitally Sign Bill by DDO” and press the “ADD” button.

Step 10: Click the “ENROL” button at the bottom to enrol the concerned certificate. The system will display the message “Digital Signatures enrolled successfully”.
