The following activities should be done at the DTC level to procure DSC.

Sl.No. Activities of DTO at the time of procuring DSC
1.

A directive communication may be given by the office of the Director to all CMO's and DTOs that all the DBT payments must be done through DSC only.
2.

After receiving the information, CMO and DTO should confirm back to the state office on the procurement of the DSC keys within 7 days.
3.

DTO/CMO will procure DSC from the authorized agency by the NIC. 

(List of certified agencies from which DSC can be purchased)
4. After procurement of DSC, the fund will be given by the state by setting the drawing limit.

The following CMO activities can be performed by the DTO at the district level using the DSC.

1 Processing the salary of contractual staff 
2 Procuring consumables used for diagnostic and treatment purposes and paying for the procurements 
3 Processing the payment for ACSM and other IEC activities 
4 Processing payments to the NGO partners for their funded activities
5 Processing the DBT payments
6 Payments for office expenses
7 Other expenses provisioned and listed under NHM RoP
