Overview of SNC (Sub-National Certification)

Rationale for SNC initiative-

Certification of Elimination of Disease is done by ‘WHO’ at National Level currently. India has 28 States and 8 Union territories with vast diversity. The progress in reductions in TB incidence across states and within states varies widely, with some districts achieving greater declines in incidence than others. Due to different epidemiological scenario across the country, this demands a differential strategy to reach to the elimination targets & measurements at sub-national level. Government of India has started with the initiative of Subnational Certification in 2021 to incentivise and reward best performing districts and states and motivate them to prioritize and undertake implementation of programme to achieve milestones towards TB Free district/State. Also generate sense of healthy competition among States/Districts for TB free status.

Prerequisite for submission of claim-

1. 20% Decline in patient months as compared with 2015 data of Drug consumption in Public sector and Drug Sale in Private sector.

2. 20% increase in number needed to test to diagnose 1 Tb patient as compared with 2015 data

3. 80% TB score for the latest year

 

Methodology of verification-

For the verification of claims submitted by the District or State, independent agencies like IAPSM (Indian Association of Preventive and Social Medicine), ICMR-NIE, ICMR-NIRT, WHO  is appointed, who goes to the field and verifies the claim. After thorough verification of Prerequisite Data( NNT, Patient Months, TB score), Community survey Results, Key Informant Interview (KII), Nominal Group Technique (NGT), Patient Interview they prepare the report which has Conclusion and recommendation and submitted to Central TB Division.

 

Distribution of award and release of Award money-

On successful verification and recommendation by independent agency District get Award and money on occasion of World TB Day at National level.
