The process of NHM program implementation plan (PIP) has PIP preparation and approval stages. It has following steps 

  1. PIP preparation through bottom up approach: A bottom up approach is followed for preparing the State PIP wherein the inputs are taken from block, CHC/PHC and Village level to prepare a District Health Action Plan(DHAP). These DHAPs are then consolidated to prepare a State PIP.
    • The priorities and norms for NHM preparation has to be set by district and State as communicated by Ministry of Health and Family Welfare, Government of India and respective program division.

During NHM PIP preparation phase; each level has to prepare a health action plan that may include following components

  • Basic Demography, Mapping of Health Resources and program profile
  • Settings the Goals and SMART objectives (Set by NTEP Program)
  • Identified gaps and challenges of the program: Situational analysis 
  • Possible solutions against identified gaps/shortfall
  • Strategies and actions related to solutions: Preparing the activity-wise micro plan
  • Making financial assumptions and preparing the budget

  • Submission of Health Action Plan along with Budget (PIP)

During PIP preparation phase, health action plan should include multi-dimensional approach which covers all technical, physical as well financial part into it. 

2. PIP Approval: NPCC meetings are held at Ministry or discussion on the PIPs where each State makes a proposal through presentation. These meetings have representatives from each division to approve/ disapprove the targets and budgeted proposals. The suggestions made in the NPCC are incorporated in the form of Record of Proceedings (RoPs) and sent to the States. District wise ROPs should be issued based on the State ROP.
